Stir the rolled oats and hot water together in a large bowl. Let the mixture stand for 10 minutes, until the oats soften and the water is mostly absorbed.
Blend the cottage cheese, honey, and melted butter until smooth. Stir this mixture into the softened oats and let it cool until slightly warm.
Add the instant yeast, bread flour, and salt. Mix until a dough forms, then knead for 8 to 10 minutes, until smooth and elastic.
Place the dough in a lightly greased bowl, cover, and let it rise for 60 to 75 minutes, or until doubled in size.
Gently shape the dough into a loaf and place it in a greased 9 x 5-inch loaf pan. Cover and let it rise for 35 to 45 minutes, until the center is about 1 inch above the rim.
Preheat the oven to 350 degrees F. Brush the loaf with milk and sprinkle the remaining rolled oats over the top.
Bake for 35 to 40 minutes, until golden brown and the center reaches 195 degrees F. Cool in the pan for 10 minutes, then transfer to a wire rack and cool completely.
