Sprinkle the gelatin over the cold water in a small bowl and let it bloom for 5 minutes.
Warm the milk and honey in a small pot until steaming but not boiling. Remove from the heat and whisk in the bloomed gelatin and vanilla bean paste until fully dissolved.
Add the cottage cheese and heavy cream to a blender and blend for 2 minutes until completely silky.
With the blender running on low, slowly pour in the warm milk mixture and blend for 30 seconds until everything is combined.
Divide the mixture between 6 small glasses or ramekins and chill for at least 4 hours until set with a gentle wobble.
Simmer the raspberries, honey and lemon juice in a small pot for 4-5 minutes, mashing lightly, then cool completely.
Spoon the berry sauce over the panna cotta just before serving.
